Artificial Intelligence for Future Learning: Strategic Integration, Governance, and Teacher Readiness in the Moroccan Context

Abstract

This research examines both the opportunities and obstacles in applying artificial intelligence (AI) within the Moroccan education system. The success of transitioning to AI-based instruction will depend on all of the components of a three-part framework for incorporating AI within education; strategic incorporation of technology; a robust governance structure for AI use; and readiness of teachers to utilize AI in their classrooms. Using international best practices and local data, this research also assesses Morocco’s digital infrastructure — including its “Maroc Digital 2030” strategy and recent reform efforts to enhance digitalization in the country’s schools. Additionally, this research outlines a staged strategic integration approach based on national objectives and identifies ways to address the structural and equity disparities related to digital access in Morocco. In addition, this research also identifies a critical need for the creation of a governance structure tailored to AI use in Morocco — one that provides the assurance that AI is being used ethically, that there are protections for the country’s sovereignty over data generated using AI technologies, and that stakeholders can be held accountable for their actions regarding the use of AI. This research draws upon international examples of AI ethics governance models — such as those developed through UNESCO — when outlining the parameters for the governance structure. Finally, this research emphasizes the central role of teachers, and describes a teacher professional development framework designed to equip teachers with the skills they will need to successfully implement AI technologies in the classroom — from digital literacy to AI-specific pedagogy. By examining the three key elements of this triad — strategic integration of AI within education; a strong governance structure for AI use; and teacher readiness to use AI — this research provides a unified plan for Moroccan policymakers and school administrators to navigate the complexities of the AI revolution, and develop an inclusive, innovative, and effective learning environment for future generations.
