AI Center of Excellence and AI Studio: A 70-20-10 Operating Model for Governed Enterprise AI Adoption

Organizations increasingly invest in artificial intelligence, yet many struggle to move from isolated pilots to governed, repeatable, and measurable enterprise adoption. This paper introduces a practical operating model that combines an AI Center of Excellence with an AI Studio and applies a 70-20-10 AI portfolio rule to balance scale, experimentation, and frontier exploration. The AI Center of Excellence establishes strategy, governance, standards, use-case intake, prioritization, approved patterns, and shared enablement. The AI Studio operates within those guardrails to prototype AI assistants, agents, automations, and workflow solutions; test adoption patterns; and scale validated solutions across the enterprise. The paper also presents the AI-First Change Engine as an applied workflow pattern for converting enterprise change signals into structured impact assessments, decision logs, routing recommendations, and reusable learning assets. The contribution is an applied analytics and governance framework that helps organizations prevent ungoverned AI sprawl while accelerating responsible innovation and measurable value realization.
